Look for the nuts-and-bolts of the inner workings of the reform bill to emerge this year as it will become fodder ripe for rhetorical exploitation from lawmakers, candidates, and pundits on both sides of the ideological aisle. As the Democrats make it easier for the bill to reach Obama’s desk sooner, the function of the reform legislation will be felt for some time, obviously.

Some changes will begin sooner than later. Some will carry immediate costs, and some will require just another level of government bureaucracy setting another source of waste, fraud and abuse.

The legislation would require most Americans to have health insurance and to prove it on their federal tax returns. Those who don’t would pay a penalty to the IRS.

In addition to its routine tax collection duties, the new role of the Treasury in collecting taxes and penalties imposed by those who wish to exclude themselves from the coverage mandate will challenge the agency — leading critics to charge everything from new social engineering tactics to inefficient subsidy enforcements as problems with the pending legislation. | LINK
