The first draft [PDF] of the healthcare reform bill championed by Sen. Ted Kennedy (D-MA) has been released, and debate will follow in committee by the middle of the month.
The bill … proposes requiring individuals to own insurance, mandating businesses to provide insurance or pay a fee to the government, creating state insurance marketplaces where people can compare and buy plans, and providing subsidies for low-income individuals to buy coverage. The bill comes from the Senate Health, Education, Labor and Pensions Committee.
