For the Republicans who voted to block SCHIP legislation with the fiscal conservatism of George W. Bush in mind, they probably wished they could have negotiated for better terms as debate begins on an expansion bill that will most likely not have the Republican votes to kill it on its way to becoming law. The legislation, as those who follow healthcare policy know only too well, is meant to assist families with healthcare coverage if they make too much for Medicaid or too little to afford private insurance. Now, thanks to a Bush veto on SCHIP spending limits in the final months of his presidency, the Democrats have a chance to make healthcare policy on their terms, essentially operating from a clean slate. | LINK
